In essence, he is a mad oriental doctor who wants to destroy western civilization at all costs.
He had a long literary and cinematic career with a good handful of novels and films dedicated to him, played for the first time on celluloid by the British-born actor Boris Karloff, in one of his most unique and successful characterizations, taking into account the paradox or nonsense that the actor mentioned was English and the fictional character, supposedly Chinese. Lately it was also played by Christopher Lee in a series of films (some of them directed by Jesús Franco).
In addition, it happens that the character was promoted by the Anglo-Saxon world to give shape to what is known as "Yellow peril" which is a kind of xenophobic and racist concept that tries, in short, to put Asians as a whole in a bad light, very much in the way that the British empire has sometimes used this stuff to achieve its objectives of maintaining its dominant position in the world.
Overcoming all these obstacles, that it is a character created by an English writer, played on screen by an English actor, who ultimately tries to make the Orientals as a whole look bad, we can only surrender to his villainy and confirm that the films of this character represent one of the most interesting manifestations of Hollywood horror cinema, as evil as it is delicious.
